Our Mission

The Whale Defense Agency (WDA), founded in 2023, is dedicated to protecting the world’s whale population from the devastating effects of whaling. We operate as the most aggressive, innovative, and non-violent anti-whaling non-governmental organization (NGO) in the world. As the foremost authority in modern anti-whaling approaches, we employ cutting-edge tools and conduct groundbreaking research to implement the most effective whale defense programs on a global scale.

Our mission is clear: to disrupt and end whaling activities worldwide. We take immense pride in our unique and advanced strategies, combining inspiration from established anti-whaling efforts with new approaches to create our own style of advanced, complex anti-whaling solutions for the Whale Defense Agency.

Anti-Poaching Vessel (APV)

60 meter long, 60 knot capable anti-whaling ship in active development, dubbed the Anti-Poaching Vessel, or (APV).

Our Anti-Poaching Vessel (APV) represents the pinnacle of modern maritime technology and strategic innovation. This vessel is powered by two MTU diesel engines and one MT30 marine gas turbine, providing unmatched propulsion and power generation capabilities. The MT30, producing around 50,000 horsepower, is the most power-dense naval gas turbine available today, ensuring superior performance, operational flexibility, and reliability.

The MT30 is a proven choice for the world’s most advanced naval platforms, including the Royal Navy’s Queen Elizabeth-class aircraft carriers and the US Navy’s Littoral Combat Ships. With this state-of-the-art engine, our APV can achieve speeds in excess of 60 knots and operational ranges well over 1,200 nautical miles. The integrated control system offers fully automated operation and unparalleled efficiency, making our APV a formidable tool in the fight against whaling.

The Barracuda

A real scale model of the Barracuda patrol vessel for tank testing purposes! Yes, whalers, these are real projects, beware, you will be confronting higher-level operations.
A digital rendering of the Barracuda patrol vessel, as we call it, the "Global Fisheries Enforcement" patrol vessel, or our (GFE) class of ships.

The Barracuda, our second vessel in development, is designed to further enhance our capabilities at sea. With a length of 60.68 meters and a breadth of 20.80 meters, this ship is equipped with powerful engines and advanced propulsion systems, capable of speeds in excess of 45 knots in just under two minutes! Her propulsion system being the most unique of all our vessels in development, featuring both waterjet and fixed-pitch propellers to maintain high-speed, long-range, and redundant propulsion in the event the whalers try to disable the ship with prop-fouling, however, we don’t forsee that as an issue due to the vessels incredible speeds, and ability to accelerate and decelerate in just two ship lengths.

The Barracuda also features a comprehensive array of support craft, including custom interceptors, drones, helicopters, lasers, jet skis, and a submarine for diverse operational needs. It is equipped with high-powered water cannons, up to four (4), producing more than 60,000 gallons of water per minute. With a range of over 13,000 nautical miles, it ensures sustained presence in any theater of operations and can remain deployed for more than 60 days at a time.

The vessel includes a large helicopter hangar for day and night operations, and a stern launch ramp for rapid deployment of rhibs, jet-skis, and other support craft. On deck, the vessel can also store two (2) lightly armored protective vehicles for land use when required to send our crew on shore in areas where there may be hostile actions towards our crew.

There will also be two Long Range Acoustic Devices, known as (LRAD’s), or other acoustic deterrent systems, such as hyperspike systems and other technologies to defend the ship, including electrified anti-boarding measures up to 15,000 volts, like the Anti Poaching Vessel (APV). These measures ensure the safety of whales, our team, the effectiveness of our mission and the ability to deter and degrade whaling operations.

The hybrid craft is being engineered to deliver small swarms of unmanned, propulsion-disabling craft, modified from UUV’s and other unmanned undersea systems. These UUV’s are designed to drop prop-foulers covertly, reducing the whaler’s evidence collection capacity for legal reasons, and destroying their legal approaches step-by-step by engineering our approaches to also work from undersea, making their intelligence collection and legal approaches disrupted, destroyed, or degraded completely.

If the whalers can’t document a prop-foul action, and their ship comes to a dead stop, they will have to gather incredible proof to try to prove it was WDA, and that it wasn’t some type of floating marine debris that struck, impacted, damaged, or entangled in their propulsion system. After years of witnessing how the whalers targeted Sea Shepherd, and how engagements were conducted, we conducted extensive research that allowed us to adopt this advanced approach, which is needed to defeat whaling.

We have conducted a lot of groundbreaking research over the past decade before the Whale Defense Agency launched. This is how we have a backlog of extensive tools and approaches to pull from and make use of. We ensure that our actions develop and grow at a rate that leaves it difficult for the whalers to understand the full scale of planned operations or how to defeat it. We innovate so rapidly that by the time the whalers develop a counter-approach, we will have already developed 3 different tools or approaches, that will once again, place them in a weakened position.

The Swift Defender Surface Craft with Submarine Capabilities and 100 Knots

Our Swift Defender submarine is being developed to offer unparalleled underwater capabilities. With speeds exceeding 100 knots when surfaced (only), it is designed for rapid engagement and covert operations, and as a primary covert harpoon interceptor to deliver an element of nervousness for whaling operators, able to rapidly ascend, or descend to various depths when required in just 30 seconds, these hatches will become watertight, enabling the hybrid craft to rapidly descend. Equipped with advanced ISR tools and the ability to deliver prop-fouling payloads, as well as two retractable water cannons from the hull, the Swift Defender ensures that no whaling vessel is beyond our reach. Within just 12 miles of a whaling vessel, we will be able to intercept a harpoon ship in just 6 minutes.

Capable of operating on 100-percent (100%) electric, or hybrid electric propulsion, the vessel can stay on station, submerged, or surfaced and at sea for more than 360 days without refueling. The only limiting factor, as with any submarine, is food supply, but the vessel will be able to remain deployed for up to a year without using nuclear propulsion, it can maintain sustained speeds of 30 knots when submerged and can remain at a depth of over 100 meters, while maintaining constant surveillance on whaling operators for up to an entire year. This advanced intercept craft is still in development.

Innovative Technology and Strategies

We are the only organization in the world to employ a stand-off engagement strategy, allowing us to target whaling vessels from a mothership positioned over 2,800 nautical miles away. This strategy not only extends our operational range by 400 percent but also reduces fuel consumption by over 70 percent, making our efforts both effective and sustainable.

Our unmanned surface vessels we are currently funding right now (USVs), drones, swarming undersea drones, and other projects form an integral part of our strategy. These advanced tools enable covert surveillance and rapid response, ensuring that we can disrupt whaling activities quickly and efficiently, and like never before.

Our Vision

At the Whale Defense Agency, we are committed to ending whaling once and for all. We engineer our strategies, ships, and technologies not just to confront whaling but to decisively defeat it from the start. Our goal is to shut down whaling operations within minutes of engagement, ensuring that no whaling occurs on our watch.

Our organization is committed to leaving behind the limitations of using aging ships, aircraft, and conventional disruptive solutions, however, this does not mean we won’t make use of older ships. Despite not focusing on deploying with used ships, it is possible and could be expected to see a used vessel from the agency at sea, however, we are pioneering the development of advanced new build equipment explicitly designed to counter whalers with unmatched efficiency, this a long-term solution that has the best outcome, while also providing long-term deterrence and intervention capacity after the defeat of whaling. Through the use of state-of-the-art vessels, cutting-edge surveillance systems, and groundbreaking anti-whaling technologies, we are establishing ourselves as the leader of modern anti-whaling efforts – because the whales depend on it.

Embracing the core principles of direct action, we will confront whalers head-on at sea through advanced technologies, ships, and strategies, but with the added firepower of more sophisticated assets. Our game-changing approaches will enable us to challenge whaling activities with unprecedented precision and effectiveness.

By deploying specialized equipment tailored to counter the tactics of whalers, we aim to outmaneuver and outclass their efforts, making it increasingly difficult for them to continue their destructive practices. With vessels capable of operating at such high speeds, we allow ourselves the freedom to operate without disruption in any environment to end whaling, including whalers who are defended by security ships or other maritime security providers.

The Whale Defense Agency is driven by a passion for marine conservation and a relentless pursuit of innovation. By fusing time-tested Sea Shepherd methods with cutting-edge technology, we are ushering in a new era of anti-whaling operations. Our commitment to protecting marine life remains unwavering, and we invite like-minded individuals and organizations to join us in this historic mission to safeguard whales and preserve the future of our oceans.

Founder James Anderson emphasizes, Our approach is a game changer—a night and day difference in strategies, capabilities, approaches, and the tools used. The Stand-Off Anti-Whaling for Continuous Disruption At Sea (SOAW-CDAS) is the future of whale defense, and we are determined to make whaling a practice of the past.
